So he's better off staying with Special TMs and move tutor moves. Verdict: Raichu coz of the fact that he has better usage of these TMs than Ampharos.

Overall: It's a tough choice. On one hand, you got Raichu, a mixed sweeper he can use both Physical and Special moves well with good Speed. On the other hand, you got Ampharos, a decently bulky Pokemon with a great Sp. User Info: MetalKingBoo. Other Answers.
