Okay, so I am pretty sure that their are rufflets along the beaches of seanport or wherever the water type gym is.

There are also some above that same area, if you go up north, you should see an island, I am not sure what the name of it is, I forgot, I think it is like immatari or something along the lines of that.

But there should be a few rufflets there as well if I am not mistaken. And then after you find it, level up rufflet to level 53 and you will get a braviary to trade for an kadabra which I did as well.

I think they are like level 12 or something like that on the island, but there is a cave in snowce city that has them at like level 28 or something like that. It has been a while since I have played, but I am pretty sure you can find rufflets in those locations.
